Jointly Promote the Modernization of Law-based Governance of the Marine Protection: Qingdao, Ningbo, and Zhoushan Establish Cross-regional Cooperation Mechanisms for the Protection of Marine Natural Resources and Ecological Environment

　　To deepen the implementation of the strategy of marine power, explore ways to enhance collaborations on the feedback on the transfer of clues to cases regarding cross-regional public interest litigation, consultation, joint case handling, and ecological environment restoration, to form the synergry of cross-regional, cross-departmental, and multi-sector protection, and to jointly promote the modernization of marine protection and governance, the Qingdao Maritime Court, the People"s Procuratorate of Qingdao, the Ningbo Maritime Court, and the People"s Procuratorate of Zhoushan, jointly established a cross-regional collaboration mechanism for the protection of marine natural resources and ecological environment. On the morning of April 9, the launching ceremony of this collaboration mechanism was held at the People"s Procuratorate of Qingdao.

　　Dezhi Cheng, member of the Standing Committee of the Qingdao Municipal Party Committee and Secretary of the Political and Legal Committee, attended the meeting and delivered a speech. Liancai Duan, Secretary of the Party Group and Procurator General of the Qingdao People"s Procuratorate, presided over the event. Jinbiao Wu, Secretary of the Party Group and President of the Qingdao Maritime Court, Qian Du, Secretary of the Party Group and President of the Ningbo Maritime Court, and Fangqiang Mi, Secretary of the Party Group and Procurator General of the Zhoushan City People"s Procuratorate, attended the ceremony. Experts from scientific research institutes in Shandong and Zhejiang were invited to the ceremony.

　　Dezhi Cheng pointed out that the ocean is a strategically important to nurturing new productive forces and achieving high-quality development, and it is also the greatest characteristic and advantage of Qingdao. The joint establishment of the cross-regional collaboration mechanism for marine natural resources and ecological environment among Qingdao, Ningbo, and Zhoushan was an important measure to implement the strategy of comprehensive law-based country governance and the strategy of marine power. It was also an innovative practice to uphold the legitimate rights and interests of the ocean and promote the development of the maritime economy. He hoped that three regions can strengthen mutual exchanges, achieve joint construction of platform, resource sharing, and joint governance, collaboratively build a high-level "safe ocean", create a new era of "Maritime Fengqiao Experience" to effectively protect the marine development environment. He emphasized the rule of law should ensure opening-up at a higher level,

　　advance the rule of law in domestic and foreign-related affairs in a coordinated manner, further expand opening-up in alignment with high-standard international trade rules, optimize maritime judicial standards, and promote the prosperity and development of the foreign-related legal service industry. Additionally, he stressed the importance of providing high-level service guarantees for scientific and technological innovation, strengthening intellectual property protection in the marine field, and assisting in the construction of a modern marine industry system, thereby contributing more legal force to better plan and manage the ocean and build China into a strong maritime country.

　　In his speech, Jinbiao Wu expressed that in response to the urgent need posed by the rapid development of the marine economy industry for constructing a comprehensive and three-dimensional marine judicial protection system, the Qingdao Maritime Court would take effective measures. They would deeply implement the new concept of alliance initiative, strengthen regional coordination and integration, innovate and improve the public interest litigation system for marine environment, and promote the implementation effectiveness of the collaboration mechanism. They would focus on problems, strengthen the governance of litigation sources, and perform their duties actively in accordance with the law. They would emphasize regional coordination, promote systematic governance, and jointly advance the modernization of marine protection and governance. They would refine judicial rules, summarize experiences and practices, and focus on the "latter part" of case handling. Using the cross-regional alliance platform as a lever, Qingdao Maritime Court would further consolidate the synergy of marine judicial protection, continuously strengthen marine utilization, marine protection, and marine governance through scientific plans and practical actions, and jointly create a vertically integrated and horizontally linked marine environmental protection network.

　　On the ceremony, letters of appointment were also presented to experts and think-tank members specializing in cross-regional collaboration in public interest litigation for the protection of marine natural resources and ecological environment. Discussions and exchanges were held regarding the initiation of work on cross-regional collaboration in maritime judicial protection.
