Qingdao Maritime Court and Qingdao Arbitration Office Jointly Signed the Implementation Opinions on the Establishment of Working Mechanism for Bridging Litigation and Arbitration in Maritime Cases

　　Recently, in order to provide more professional and precise legal services to sea-related enterprises, to form a new pattern of maritime legal services in line with the development of Qingdao's international shipping center with Qingdao's characteristics, to promote the organic convergence of maritime litigation and arbitration, and to smooth out the channels for resolving multiple disputes to form a synergy for resolving contradictions and disputes,  Qingdao Maritime Court and Qingdao Arbitration Office, on the basis of many discussions, jointly signed the Implementation Opinions on Establishing Working Mechanism for the Convergence of Litigation and Arbitration in Maritime Cases (hereinafter referred to as the Implementation Opinions).

　　Based on the actual development of Qingdao's marine city, the Implementation Opinions, from the source of diversion of disputes, diversified dispute resolution, preservation and execution, efficient convergence, supervision and guarantee, synergistic promotion, the establishment of a mechanism to strengthen cooperation, resource sharing, professional interoperability, and other five aspects, guides the dispute diversion to the outside of the lawsuit through multi-channel, standardizes the process of arbitration case preservation, establishes a green channel for the implementation of arbitration cases, and improves the judicial review of arbitration cases by the Maritime Court，which enables the preservation and enforcement of arbitration cases to be handled in a timely and efficient manner in accordance with the law. Through the establishment of joint meeting system, information notification, contact person mechanism, and case consultation, expert resource sharing, talent collaboration and training mechanism, strengthening the handling of major difficult, typical, new type of cases and communication and exchange of talent training, the Implementation Opinions realizes the resource sharing and professional interoperability between the maritime courts and arbitration institutions, builds a platform for diversified settlement of maritime disputes, enhances the capacity of legal services in the field of maritime and maritime affairs, and achieves organic unity of political effect, social effect and legal effect, which provides strong guarantee for optimizing the law-based business environment and achieving high-quality development of economy and society.

　　Next, Qingdao Maritime Court and Qingdao Arbitration Office will continue to promote the implementation of the convergence mechanism of trial and arbitration, give full play to their respective roles, to achieve the complementary advantages and benign interaction of maritime justice and maritime arbitration, and constantly improve the function of the international maritime legal services, and jointly build the “Qingdao Experience” of the organic convergence and integrated development of maritime justice and arbitration, so as to make positive contributions to the writing of a “New Chapter of Qingdao” for Chinese Modernization.
